I have a Dracaena Draco tree which we have had for about 5 yrs. It has 1 head and has been been looking good until now, it has just flowered this summer, the flower is dying and now all the leaves seem to be dropping off. Im not sure if I need to cut off the flower, the top of the tree or do nothing.

You can remove the flower. New side shoots or pups should grow around the stem.
