If I want to make a “plant ball” about 15~25 cm across after plants grown up (so there are 2 parts: soil at the middle with plants covered around).. 1) Will the plants at the bottom grows upwards? Can I modify it by changing the location of light? 2) How long will it normally take to change a plant’s growing direction? 3) What methods could I take to shorten a plant almost permanently? 4) What kind of plants could achieved these goals? And, what kind of herbs could I use?

it sounds fun what you are planning. You may wish to pop into your local store and get them to come up with some plants that are local to your area to achieve your plant ball ideas. Herbs that grow quickly and that can be shaped as well as hardy and grow ‘upright’ would be Rosemary.
