I am beginner gardener and I am not sure what kind of insects I have on my plants. I have them on flowers on herbs and on some vegetables as well. It seem that they chew leaves and stems. Their color is grayish, size is between 2-4 mm. Not sure what is that exactly, but looks like they have some white hair on their back and they are jumping. I used Yates Mavrik and Confidor against them, but did not help.

It sounds like the jumping ones with the woolly backs are Woolly Aphids and if you find tiny light grey moths they are called white fly. Both take the nutrients out of the plants sucking your garden away as you have found! Spray the plants with Yates super spraying oil, White Oil or Conqueror Oil and sow Nasturtium plants around the base of any fruit trees, broccoli, cabbage and kale to deter them from coming back into your garden.
