I planted a Mandarin Satsuma in my garden this time last year. In Spring, it was starting to grow. Strangely a branch came off from the lower stem with different leaves. The mandarin fruits are starting to fall off and this mandarin tree hasn’t grown much compared to the lemon tree planted the same time. My questions are: 1) what are those different leaves 2) do I need to do anything to that branches? http://www.facebook.com/photo.php?pid=6470949&l=cdb15cd117&id=706145597

Those shoots are coming from below the graft, from the rootstock. You need to remove them and any more that occur. Remember to keep watering and feeding the plant. Have a look at the Palmers How To Guide on Growing Citrus for further tips.
