If you intend to use pebbles as a decorative mulch for your garden a weed matt is recommended to help suppress weeds. I would recommend not using a plastic product. Weedmat prevents weeds from competing with shrubs and trees and maintains better soil moisture through evaporation control in hot weather. From woven to non-woven type or natural biodegradable textiles. You definatley need a weed matt if you are using pebbles but not necessary for bark mulch. I like to use a generous layer of wet newspaper for bark. But I do not recommend using pebbles on a vege garden or bark as this can lead to nitrogen deficiency. Both of these mulches are used primarily for your other garden beds. For vege gardens use a Barley or Pea straw. If you are mulching around newly transplanted seedling in the vegetable garden allow the seedlings to be come established first. Two or three weeks after planting out remove any weed seedlings and apply the mulch. You will not need a weed matt under the straw mulch.
