I planted a Meyer lemon tree about a year ago. It flowered once, but I was advised to pluck off all the flowers for the first time. It is starting to flower again. However, some lemon trees in the neighbourhood are already having quite large lemons. Why the timing difference?

Your meyer will still be settling in as it is a new tree and the timing on your neighbours trees will depend on your their varieties. I too have a meyer that is only just beginning to flower and Meyer tend to fruit later.
