I have accumulated a good lot of broken down compost into one of my three wooden compost piles, ( i call it the using pile) and last month i added fish guts to it which upon turning recently I have found no evidence of this fish so the bin is working, BUT there are no worms in it? My question is why is there no worms?

The fish guts would have re-activated heat back into your compost heap and the worms would have either left because of the activity or have been cooked. Once the heap cools you will find the worm activity will return
