Yes, you should remove the polythene especially from around the bases of the roses. The Rosebush needs air flow around the base.
I personally discourage the use of weed matting such as polythene as it does not allow air flow and the natural movement of the soil, It depletes the soil of nutrients over time. However, weed matting the garden is entirely up to you, other gardeners would not go without it. Just remember to cut it back from the base of your plants.
