Back in June I planted a rose garden consisting of 80 odd roses. Most of them are great. Except for about 3 of them which look sickly and leaves are droopy. I have been spraying and feeding and mulching. We do live in a high rainfall area so could they be affected by too much rain/poor drainage?

You have done very well to have only 3 of the 80 roses you planted looking poorly. It sounds like you have been doing every right. Roses do not like wet feet, the spot you have the 3 may not be as well drained as the rest of the garden. Try mounding or raising them. October you should continue spraying fungicide as new growth develop. If in doubt take a sample of the leaves to your local Palmers Garden Centre.
