We have a new garden and when digging it over recently I discovered many clumps of bulbs. They were beginning to shoot and just about to break through the soil. How Can I tell whether they are daffodills or Dutch Iris?

Daffodils and Iris’s have similar foliage, so it can be difficult to tell the difference until they start to bloom. Daffodils usually appear first. Iris have wide leaves that are flat and stiff where as the Daffodil foliage is are longer and more flexible. I would get up close to the foliage and see what you have popping up out of the ground.
